This population often sees a disproportionate energy burden, but utilities can help address energy insecurity, promote affordability, and mitigate rising arrearages on their operations and financial health. To support this mission, Franklin Energy undertook a comprehensive study to understand the barriers, needs, and motivators shaping low-income customer engagement in energy efficiency programs.
