THE STORY

As price protections in Pennsylvania came to an end, local utilities faced a growing concern: how to support limited-income households suddenly exposed to higher energy costs. Rising rates threatened to deepen financial strain and widen energy inequities, prompting utilities to seek sustainable ways to keep energy affordable and accessible for all residents.


THE GOAL

Historically, energy efficiency program participation among low-income households had been low, largely due to inconsistent marketing and limited outreach. The state needed a solution that was simple to implement, easy for customers to access, and capable of delivering both immediate and long-term savings for families most affected by rising energy prices. 


THE SOLUTION AND RESULTS

Franklin Energy designed and delivered a comprehensive energy efficiency program built to engage and empower limited-income customers. Centered on each utility’s familiar brand identity, the program was designed to increase customer trust and participation from the start. A tailored marketing and education strategy expanded awareness while strengthening community partnerships.

Working alongside community action agencies (CAAs) statewide, Franklin Energy distributed energy-saving kits and provided hands-on education to drive installation and behavior change. Capitalizing on the unique ability of CAAs to reach and influence the low-income segment, this approach not only improved installation rates but also deepened customer understanding of how to manage energy use over time.

Verified through participant surveys and home audits, the measure-based education program achieved measurable, lasting results—delivering real savings, improved comfort, and greater energy resilience for Pennsylvania families.
