THE STORY

New York State Electric & Gas (NYSEG) and Rochester Gas and Electric (RG&E) are investor-owned utilities serving nearly 1.3 million electric customers and approximately 600,000 natural gas customers across Western New York. As electric vehicle adoption accelerated, both utilities sought to expand access to reliable charging infrastructure while supporting customers’ transportation electrification goals. To deliver a scalable and customer-focused solution, NYSEG and RG&E partnered with Franklin Energy.

THE GOAL

With EV adoption increasing across the region, NYSEG and RG&E set a shared goal of expanding Level 2 and DC fast charger installations for commercial customers throughout their service territories. The utilities wanted to reduce upfront infrastructure costs while ensuring installations were completed safely, professionally, and within budget. Just as important, the program needed to be easy for customers to navigate and supported by a qualified contractor network capable of meeting growing demand.

THE SOLUTION AND RESULTS

Franklin Energy delivered an end-to-end EV make-ready solution designed to simplify participation for commercial customers while supporting high-quality installations at scale. The program provided education, customer assistance, and incentive processing for businesses installing public and private Level 2 and DC fast chargers, helping customers move from interest to installation with confidence. A key component of the program was contractor engagement. Franklin Energy supported recruitment, onboarding, and coordination of a robust contractor network to ensure projects were completed safely, reliably, and efficiently. Program services included application intake and review, contract development, construction coordination, and ongoing program management—creating a seamless experience for customers and contractors alike.

The results exceeded expectations. Installation goals were surpassed, contractor participation expanded significantly, and EV charging access increased across Western New York. By combining dedicated outreach, strong contractor management, and comprehensive program coordination, Franklin Energy helped NYSEG and RG&E accelerate transportation electrification while delivering measurable progress toward their clean energy goals.
